The Rock 1996

A group of rebel naval commandos seize the island of Alcatraz with chemical weapons and take the tourists who come to see it hostage. The leader of the commandos is General Francis X. Hummel, one of the old war heroes. They demand a $100 million ransom to send to the families of the soldiers who sacrificed their lives for their country and lost their lives in covert operations, and if these demands are not met, they will leave chemical weapons in the San Francisco Bay. There is only one person who can catch them off guard and defeat them. He, too, is the only person who has managed to escape from Alcatraz prison, John Patrick Mason.
