When Commander Douglas MacArthur (Jones) unexpectedly becomes the de facto ruler of a foreign country, he enlists Japanese culture expert Commander Bonner Fellers (Fox) to solve the problem that has caught everyone's attention. The question is, should the emperor of Japan, loved by his people but a war criminal, be punished?
